A government department in UK.
Business Need
An enterprise wide system to facilitate
editing and maintenance of subsidy schemes
relating to parcel data, as per the European
Commission guidelines. The client wished
to implement the system across all its offices
in the UK.
Solution
A consortium of Infoterra, Landmark Information
Group and RMSI (ILR) designed and developed
this software solution. The consortium had
prior to this project, created and maintained
the client’s parcel database of more
than 500,000 agricultural parcels involving
17,333 holdings in UK, besides creating/designing
and providing the Digital Markup System,
which resulted in large cost saving for
the client.
The consortium developed an end-to-end,
enterprise wide system providing high-end
software solutions under a single window.

Enhanced
Digital Markup System, which enables
field officers to mark up changes
to a parcel digitally with all relevant
information present digitally to the
user. |

A supporting framework
for network loading/downloading of
critical datasets, so that the field
officer always has up-to-date datasets
including Parcel layer, OS Mastermap
and aerial photo. |

A customised Editing
System created on MapObjects/ ArcObjects
front-end, with ArcSDE/SQL backend.
The editing system has easy to use
robust editing features. |

An Automated plotting
system, which facilitates single/batch
plotting in different templates, allowing
plots to be created as PDF’s. |

A Scheme Builder, to
create different marking up schemes
according to other business needs of
the client apart from parcel mapping.

Work Management System,
which is the backbone of this information
system, and is used for project monitoring,
user performance statistics, priority
management, inventory control and status
reports thus ensuring smooth and transparent
project coordination. |
Benefits
The system developed resulted in a direct
improvement in the efficiency of work done
(from paper maps to digital data), faster
settlement of agricultural parcel conflicts
relating to subsidy payments and increased
savings for both the client and its beneficiary
end-user.
Since the solution developed for the client
was customized to their business rules,
migration to the present system was effortless
and user friendly.
