Building Resource Management System and Community-based Disaster Risk Reduction in the Kopili River Basin

Overview

Development of an Early Warning System (EWS) for Flood Preparedness in the Kopili River Basin and integrating advanced forecasting techniques, community participation, and robust dissemination mechanisms to augment disaster resilience.

The Challenge

The Kopili River in Assam experiences frequent flooding scenarios, and the client’s major concern was to develop the resource management system and enhance watershed management and community-based disaster risk reduction. It also involved establishing an Early Warning System (EWS) to improve preparedness and flood response in the region.

The Solution

    • Development of a robust flood prediction model(hydrological) and an Early Warning System (EWS) to improve flood preparedness
    • Field visit and River Cross-section Survey of Kopili River and its five major tributaries for both longitudinal and cross-section profiles of rivers
    • Flood Disaster Management Plan for 5 villages, including emergency response plan and resettlement plan.
    • Integrated flood and erosion management in the basin
    • Community Resilience and Disaster Preparedness.
    • Capacity building for APCGL, ASDMA, WRD, and Disaster Management Committees of the downstream districts of Nagaon, Hojai, and Morigaon.

The Impact

The project enhanced flood preparedness in Assam’s Kopili Basin through real-time data, flood modeling, and a robust Early Warning System. The integrated dashboard allows authorities to monitor embankments, predict flood scenarios, and plan timely responses. Community disaster preparedness was enhanced through training, village-level disaster plans, and a wetland development strategy.
