A public works authority in the State of Qatar provides world-class infrastructure facilities, including roads, drainage, and government buildings. One of their key departments, the Engineering Business Support Department (EBSD), offers comprehensive technical and engineering services.

Lack of integration with third-party agencies
The client’s design inquiry process was previously a cumbersome, paper-based system. Engineers manually submitted concept drawings and associated documents to various utility agencies, requiring significant follow-ups to collect the documents back. This manual routing often resulted in delays ranging from days to months, loss of documents, and other inefficiencies. Additionally, the existing Qatar Road Opening (Q-PRO) system lacked integration with many workflow processes and featured a non-intuitive user interface.

Solution
Deliver an integrated application to enhance productivity and reduce costs
RMSI developed a web-based GIS application to automate the Design Enquiry System (Q-DES) and redeveloped the Q-PRO website, enhancing existing workflows and migrating the system to a more efficient platform.
The solution enables engineers to use geospatial data to perform spatial analysis for efficient project planning. It centralizes the review process for capital infrastructure projects, streamlining approval workflows and reducing delays. Users can access all planned projects (Q-PRO & Q-DES) and their workflow approval details in real time. The system supports the phasing and scheduling of road opening permits and offers a diversion planning service to propose alternative routes based on diversion analysis. An admin tool allows for role-based access control, user and agency management, and vacation management. The solution includes a dashboard for comprehensive reporting and integrates with Active Directory, payment gateways, SMS, and email notifications. The website is bilingual, supporting both English and Arabic languages for broader accessibility.
Impact
The transformation to a web-based GIS application and the redevelopment of the Q-PRO website significantly improved the client’s infrastructure project management.
